Technical Article   Problem:  The georeferencing toolbar is greyed out

Description

All of the tools and menu options in the georeferencing toolbar are greyed out even though there is a raster in the data frame.

Cause

There are four possible causes:

- The raster dataset has a defined projection and is being projected on the fly. ArcMap cannot apply a double-transformation to the raster.

- The data frame is rotated. ArcMap cannot apply a double-transformation to the raster.

- The normal.mxt is corrupt.

- If using ArcGIS 9.0, the name of the coordinate system of the raster may be different from that of the data frame. This is a known issue in ArcGIS 9.0.

Solution or Workaround

Select one of the following solutions.

  • Projected on the Fly
    Remove any spatial reference from the raster layer or clear the data frame projection in the Data Frame Properties/Coordinate System dialog. Either of these prevents ArcMap from projecting the raster on the fly.
  • Rotated Data Frame
    From the data frame toolbar, change the rotation angle to 0. Then georeference the raster. If the data frame must be rotated, the Rectify option must be used in order to use a georeferenced version of the raster in the map document.
  • Normal.mxt
    Navigate to the Normal.mxt and rename it. Restart ArcMap. This removes any changes or customizations that have been made to the ArcMap interface, but may grant access to the georeferencing toolbar.
  • Wrong Name
    There is a known issue in ArcGIS 9.0 that causes some rasters to appear to ArcGIS as being projected on the fly, when they are not. This happens when the coordinate system of the raster and the dataframe are a State Plane coordinate system that uses feet as the liner unit. The optimal workaround is to change the coordinate system to that of the raster by selecting the coordinate system of the raster in the data frame properties dialog.

Great article! It helped a lot!

My data frame was rotated. First i tried the rotate data frame tool and set it to 0 Angle, but that did not work. So, I actually went into Data Frame Properties under General and noticed the rotation was set to .0369... I changed it to 0, clicked OK and the Geo_Referencing toolbar came back to life.
