Description
Feature transparency can be adjusted based on an attribute field value. The values represent a percent of transparency (1-100).
Cause
This is only available for polygon feature layers symbolized using single symbol and unique values.
Solution or Workaround
Use the Effects toolbar to set layer transparency. This is supported for point, line, and polygon feature layers, as well as for raster layers.

The article is incorrect or the solution didn’t work.
This is hardly a solution at all. The whole point of accessing transparency using field values is to allow individual features within the layer to be viewed at different levels of transparency. This "solution" simply directs users to general transparency settings which control the whole layer and not individual features within the layer. A better article would provide some type of custom python code or workaround that actually allows users to adjust individual feature transparencies for vector types besides polygons, since for whatever reason ESRI did not see the need to extend this ability to line or point feature classes.
