This Patch solves an issue where opening ArcReader may display the following
error message "This control requires an ESRI Designer license. Remove
this control from your project!" thus rendering ArcReader unusable.

"This control requires an ESRI Designer license. Remove this control from
The main issue is:
- The message should only be displayed when using the ArcReaderControl in
a developer environment without the correct licensing options. When running
the ArcReader application or a custom application built using the ArcReaderControl
this message should not appear. However on some computers the message is
triggered in error when starting the applications.
- Under the C:\Program Files\ArcGIS\Bin folder:
ArcReader 9.1 or the ArcReader feature within ArcGIS Desktop 9.1 must be installed before you can install this Patch.
- Make sure you have write access to your ArcReader or ArcGIS Desktop installation location, and that no one is using ArcReader or the ArcReader Feature.
- Download ArcReader-91-DesLicError-Patch.exe
to a location other than your ArcReader or ArcGIS Desktop installation
- Double-click the setup file to start the install process.
- When Setup starts, follow the instructions on your screen.
NOTE: If you have installed client setups from a shared Network Administrative ArcGIS
Desktop setup, this Patch must be applied to all client installations.
