Collector for ArcGIS (Windows 10) with German regional settings, a custom URL scheme does not work with submitting a location because of the (.) as the decimal delimiter for the coordinate values.

Workaround

Change the windows regional settings to Englisch (US) or set point (.) as the decimal delimiter in the regional settings.
