The GeoForm application fails to add attachments when the 'Only add new features' setting is enabled on a feature layer and if the editor is not the content owner.

Additional Information

This is by design. When query is OFF, we cannot access the feature resource to add the attachment. You can only add the attachment using only applyEdits.

Workaround

Set the feature layer settings to 'Editors can only see their own features' or 'Add, update, and delete features'.
