This bug is a duplicate of BUG-000096864. The Extract Multi Values to Points tool and sample does not support 64-bit (double precision) rasters in ArcGIS for Desktop 10.4 and 10.4.1, but it is fixed in ArcGIS 10.5 for Desktop and ArcGIS Pro 1.3.
