Note that ArcGIS 10.8.2 is the current release of ArcGIS Desktop and will enter Mature Support in March 2024 (https://support.esri.com/en-us/products/arcmap/life-cycle). There are no plans to release an ArcGIS Desktop 10.9, and we recommend that you migrate to ArcGIS Pro. See Migrate from ArcMap to ArcGIS Pro (https://www.esri.com/en-us/arcgis/products/arcgis-pro/resources/migrate) for more information.

Workaround

1) Right-click the data frame > Select all layers. 2) Right-click a layer > copy. 3) Insert a new data frame (Insert > data frame). 4) Right-click on the data frame > paste layers. Note: This workaround only transfers the layers within the data frame and not the data frame properties.
