When publishing hosted scene layers to ArcGIS Enterprise 10.6 or prior from ArcGIS Pro, the Jobs Status tab shows that caching has failed without any error message

Description

If SSL 3.0 is disabled when publishing hosted scene layers from ArcGIS Pro using ArcGIS Enterprise 10.6 or prior on Windows Server 2016 or Windows Server 2019, the Jobs Status tab shows that caching has failed. No message is returned when publishing hosted scene layers from a scene layer package in the ArcGIS Enterprise portal website, but the resultant hosted scene layer does not draw when added to the scene viewer.

Cause

By default, SSL 3.0 is disabled on Windows Server 2016 and higher. Sites built on ArcGIS Server 10.6 or prior, installed on newer versions of Windows Server, and set as the hosting server must have SSL 3.0 enabled in order for hosted scene layers to publish to ArcGIS Enterprise portal.

Solution or Workaround

Follow these steps while logged in to the ArcGIS Server account on each ArcGIS Server machine in the hosting server site. In this example, the workflow is done on the Internet Explorer browser.

  1. Open Internet Explorer, click the Tools button, and select Internet options.
  2. In the Internet Options window, click the Advanced tab.
  3. In the Settings section, scroll down to the Security section, and check the Use SSL 3.0 check box.
  4. Click OK to the apply changes, and close the Internet Options window.
